Let me preface by saying this whole idea sounds like a good way to tear up a Z and some tires...but the safe and proper way to get that degree of camber is with some lowering springs. Both sides will atleast be even. You will bring the whole car down, so you will adjust the right side more positive to get it back where it was, but it should put both arms in their normal range without maxing them out to their limits. If the issue is cost, a cheap set of ebay springs will still be better than cutting one stock spring and having your spring rates and heights different on each side. PS- You also might want to get your car checked out by a frame/body man, as its likely out of wack from a wreck with the settings being so different on each side.
